My understaning is that they are quite different.

LSA is in:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa

Protected Storage is in:

HKEY_CURRENT_USER\Software\Microsoft\Protected Storage System Provider

Tools like Cain can dump both.
