Would help a bloody heap if you gave us some details.. what sort of connection.. what hard ware..

Check your Link quality with your ISP
upgrade your connection to your ISP (if dial up go ISDN, if ISDN go ADSL, if ADSL go CAble..etc)
Get your ISP to Upgrade All their out bound links
Get a better ISP
move closer to the Server
this is assuming that there are no bottlenecks in your local system
