Ehhh thats is big problem.
?compiler?c++?
If you using some compiler that caused that kind of problem you may will need to resinatll it or whole OS to get it working back.
1) Scann for virii and spy
2) Try to reset IE settings
-reboot pc
3) Try Folder_fix.reg to fix poblem with opening of folders
4) mrbabis.narod.ru // try massive dll fixer, you can run bat or exe, it is same and read warning.TXT b4 you using it
-reboot pc
5) Reinstall IE by using IEFix utility http://windowsxp.mvps.org/IEFIX.htm
-reboot pc

since you are having problems with ie, the best way is to switch to other browser like firefox or opera(free now!!) etc

IE and EXPLORER shares some same system resurses
So it is better to fix IE problem b4 switching to new browser, or windows can "crash" soon or late.
