    You can hold a copy of the software with no problems. I keep copies of all MS operating systems but I don't have licence keys for them all except the ones I own.

    I can then use these on a customer PC but I use their licence key.

    There isn't any protection on MS operating system CDs AFAIK so there is no problem burning a copy.

    Yes, they do. It's called an OEM Pre-installation Kit (OPK)..
