AFAIK if you right click on your desktop and look in "active desktop" there is a option to lock the desktop...................is that checked?

a stupid question but you are loggen in under Administrator while trying to do this?
I have had troubles before when i just used the Run As option, they would move, but then they would reappear to the original location, i then logged out and logged in the admin account and tried and they stayed in there new location.

also maybe check the read write permissions in the folders properties menu
