Dont think you can....maybe with custom attributes of the group...although not really sure...
but you could make a to group and a cc group

it's proprietary code dude
and i said it's a no-brainer 'cause since they already implemented 'to:' how hard would it be to do 'cc:'

ok dude....
I know alot of people that are very advanced in exchange and customization....maybe you should try the exchange newsgroup at MS
Also alot of customization can be done at the outlook level.
I guess youll just have to convince the organization you work for to change thier server product....because it lacks this feature
Best of luck

Google "Exchange cc distribution list -cc:mail" without the quotes. I think you'll find a solution there...

AFAIK...they didnt implement a to with exchange....they implemented the managing of email users and groups and the routing of mail..
..its outlook that uses the to function...not exchange
when using outlook you can then modify the group...at the user level...add remove people....although when using the group again it will default to how it was originally set up by the Exchange admin....
The user can create thier own distribution list...customizations.....at the outlook level.
