Step 1.) Upgrade your system to Windows 2000, XP, Linux or if your system is too old to be updated, buy a new system. Using a software, such as BCWipePD before installing the new OS will clean your hard drive and you won't have to worry about any of the virus/malware already infecting the computer.

Step 2.) Once you system is back up, invest in a good antivirus software. Don't ask which one is best, because everyone has their own opinion. There is a link on my website (www.zowned.com) to a free 12 month download of eTrust. Along with some other free tools you may need. (AV, Spyware Removal, Firewall, etc).

Step 3.) Do your best to hire an in house technician. Every company should have one, if not.... Get a consultant.
