    It is, just not the one that you were looking for. Hotmail's FAQs give some infomation, it looks like nihil was right about it being exclusive to paying customers or "subscribers". Apparently it wasn't always like that, presumably that explains your recollection that Hotmail was accessable from local clients.
    If that's no good then try using Yahoo! or Gmail, which both allow this type access for free.
