Hey Hey,
When you looked for local security groups what did you look for? If you don't have any, perhaps you should ask yourself if others in your area are looking for something similar. Are you in a highly populated area?
We have a local security user group (TASK)
We also have local 2600 and OWASP chapters.
As well, we have a annual security con (SecTor).
Perhaps if you don't have anything of this type you could look for other user groups as a start? I know of Windows, Linux and other user groups in our area that meet regularly. You may have the same... You may find other security interested people and be able to start your own meetings, maybe people are looking for that and you should take the initiative.

PnCHd (Pronounced Pinched): Acronym - Point 'n Click Hacked. As in: "That website was pinched" or "The skiddie pinched my computer because I forgot to patch".
