I don't worry too much about these things. AT&T, Sprint, Comcast, They all have SLA's with their customers. In the end, the bureaucrats will argue that they will loose billions if the internet is shut off and the government must be prepared to re reimburse... Their will be conspiracy ideas, fingers pointing, lawyers gearing up for financial gain. More THE ECONOMY WILL FAIL fear tactics will be used.
So in the end there will be a department of dumbasses in charge of turning off the internet, governed by the department of homeland stupidity, with an oversight committee ran by three little old ladies in a corn field in Iowa. (who's only governance is which quilt should be displayed in the front office)
Now even if the government could get ICANN to shut down all 13 root servers, and all ISP's to kill their routers. I still don't see how you could shut down the public Internet.
Kill all the border routers, satellite communications, someone is going to have to run around and turn off a shitload of hardware.
So how does one disable a global communication system?
Oh yea, I too do not believe in black helicopters - nor do I own a tinfoil hat. BUT. I do own two CB and one short wave radio. Just in case.

Well what you have to remember is that republicans are the do nothing party. Not two days ago they voted agianst extending unemployment benefits. And the things they actually vote for have no real purpose or relivance toward improvement.
Let them pass this... we can knock out communication in certian states and have a huge concession agianst the tea-bagger neocons if needed be.

Errr..................I am not an American, so please forgive me if I am wrong, but I was under the impression that when the President declares a state of national emergency, all bets are off, and even the Constitution goes out the window?..................errrr.................thermonuclear weapons?... Also, nihil, I agree with you 100%! Probably because you're right. More than likely, it's just some way of divvying up taxes, or some tarrif from the intertubes to go into the pockets of corp amer....

I could only dream of a world where google vans had no servers to upload images to.
Where cellphones stop sending text messages.
Where CNN reporters stop mentioning their blogs and twitter accounts.
