aeallison... As far as I know there are no controllers out there matching both floppy and CDRom on ONE cable so I hope you didn't have plugged both in the same slot =). So it shouldn't bother your floppy either if your CDRom-Drive is ATAPI-compatible or not.

That was my first thought too Sledge, the conclusion I came up with did not stop the motor on the floppy just the cd roms and hard drives, the floppy drive light was on and the drive was running with no disk in it. The motherboard is a gigabyte brand with a via kt333 chipset and an athlon thunderbird 1.3ghz, 512mb of 2700 ddr modules. When I removed the cdrom from the system, everything worked, that is all I can tell you, it had me totally stumped.
