Download problems

I am running win98 and RealDownload and when i try to download anything i get an error message that says
WSAECONNREFUSED: Connection refused

Can anyone tell me what causes this or even better how to fix it?

Im here to kick ass and chew bubblegum.... and imall out of bubblegum
