This sounds very much like the work of the people at CoolWebSearch. They come out with new spyware every week!
There are two specialist tools that I would now try:
Kill2Me and CWShredder, I will edit this post with the links to them
Some of the nastier variants will be very evasive when you try to get rid of them, so this might be your situation.
Other possibilities that occur to me are:
1. It is a new one, and might be local to your country.
2. It is a corrupt version, that does not get recognised because it is corrupted.
I am beginning to favour "corrupt version", as it is advertising itself to you by the strange happenings, and this is not the objective of this sort of program.
On the other hand, I will take a completely different line of approach. Could it be that you have two programs that are fighting for resources from time to time?
This would explain the failure to detect malware, but I do find it strange that this would happen in safe mode.
So, I suggest that you go into safe mode again and empty your browser cache and history. Look in your Windows and Browser folders and empty all temporary folders.
Leave your machine running for a few hours with Winsonar activated, and note which programs it detects running in the background. Please do not delete them or anything.............we need to identify them, particularly if this is a new or mutant version.
