you said it was a program that you cant run, it doesnt soudns like surfcontrol webfilter which is a policy tool that defines what you can do and visit on the net.

It soudns more like Surfcontrol Enterprise threat shield which defines what programs you can run or what file types you download or store on yur computer.

The threat shield just pushes an agent to your mahcine without your knowledge when the administrator says so, it runs in the background and based on the policy defined for what you can run or download it monitirs and prevents.

I take it is a work machine and u connect gfrom home via VPN or something.
