but will Adobe Premiere allow a standard user to write disks.
Absolutely, it is as easy as saving a file with premiere! But seeing as how he is creating training videos adobe premiere is like using a tank to destroy a teddy bear ... if your looking for something that can just add titles and some cute transitions then I would just use windows movie maker. It is free and will easily make training videos!
The standard in video editing is FinalCut Pro and Avid is also very popular.
FinalCut Pro is for Mac not PC so that is out the window (although I completely agree, if I could get my hands on that sweet piece of $2000 software...) and Avid makes Pinnacle.
