Most, if not all commercial web hosts do not allow certain content such as hacking or warez.

hmmm....i believe cyberarmy lets ya host on their servers as long as it is not porn....but u have to have a certain rank, lieutenant i believe...atleast that is where i host my site http://home.cyberarmy.com/emrys and if u dont feel like achieving a certain rank...u cna always pay for it for like 9.95 a month for a shell email and web space some bundle i believe
Cyberarmy is down currently and I don't think that function will be back up anymore, I hear the owner of that site is in some kind of financial trouble or something along those lines.
