Yeah, a lot of files are in pdf because the reader is free, but in order to make or edit them you will need to buy software I think.
Since you didn't specify OS, I'll throw out another answer. The programs acroread and gv both alow you to read pdf's in linux. Acroread is generally looks "purty" and is more user firendly, but it sometimes has problems getting color schemes right. So I if I try it first, and the colors are beyond repair, I'll switch to gv instead.
