A friend of mine broke off the tab where the cpu cooling fan connects to the zif , is there any kind of "glue" that can be used to attach the cooling fan directly to cpu.

I seem to remember a sticky substance that connected the heat sink to the CPU on an old system I rebuilt (I'm sure it had "special" heat transfer properties). Maybe you could use something like that you also might attempt screwing the fan into the heat sink.

Sorry to be so vague above
I personally screw the fan into the heatsink.
But, there is glue made for extream temps. I actually got some of it the last time I had to replace a heat sink. Scarry enough, the tube was labeled "Heat Sink Glue." as long as you get some that can withstand very high temperatures, you are all right.
I have used a small drop of super glue on each corner of heat sink
This has now worked for me for more than a year
When using super glue remember that less is better
