Its not necessarily reporting everyone who wants to learn to "hack"...JP has helped track down people who do malicious hacking, ie stealing info like cc numbers, defacing or DDOS. As long as you keep what you do to systems you own, you don't get reported, because you havent done anything wrong. The whole goal is to learn about security, in all aspects, as often the best way to secure something is through proactive testing and patching, instead of waiting for an attack, then reacting to it.
