i'm not sure if this has got anything to do with sercurity.....my friend has just installed a new hard drive on win98SE, bios detects it but the drive icon and letter doesn't show up in windows explorer....any idea on how to slove this problem?

Actually no it isn't the right place but I will give you an answer any way. Physically installing a drive is only half the job. Now your friend has to Partition the drive with FDISK then he needs to Format it. Then it will show up in Explorer. :D
If it's used for being a slave drive make sure you set the jumpet setting to "Slave". read the manual or just look at the instructions on the harddrive itself, they usually tend to give you the correct position. If that's correct then you might want to partition the harddrive. Run Fdisk to create a primary partition and then format the harddrive.
