When you say windows, do you mean like windows folders, or IE pop-ups?
If its IE pop-ups its most likly some spyware, downloading Spybot (http://spybot.safer-networking.de/) and getting rid of all that nonsense should fix it, I had this same problem a while back, this did the trick.
i mean actual windows folders, or when i click on a link to launch a new window

then it should be ok now, so unless you did something, it IS ok and you are imagining it;
do a virus scan, because it wouldn't hurt you;
uninstall the last couple of programs you installed and observe any chances;

remove the large high resolution image on your desktop;

make sure the correct monitor, gfx card and directX drivers are installed;
make sure you have the latest drivers for directX, monitor and your graphics card;

i think i understand not maximized immediatly, but how exactly would you define not restoring properly?
you have a GeForce, these cards have other options like transparency etc. that may need some attention.
This is by no means a complete list of what to do.
smelly edit: try installing the latest service packs if you can, although i would say this is a minor concern. also try installing the latest Internet Explorer and related service packs and patches as windows uses IE components for the windows GUI.
