I know it can be done, though I can't find any tools to do so. I heard "eraser" could get the job done, but I can't find it.
I want more then a reformat, something that also writes over your data(a number of times) with meaningless data.

The best thing you can do is going to your hard drive manufacturer's website. There you will surely find an exclusive tool for your hard drive (every hard drive has a tool) with a lot of functions to use, including restore your hard drive to "factory state", erase, format, re-format, partition, etc., etc., etc.
