North Korea is not the only place doing this. The U.S. not only has a similar project but they also have a countermeasure group.
You can bet that any developed nation is aware that cyber warfare is certainly a reality. I wouldn't be surprised if down the road we see specialized military units actively promoting programs like this to get young people to enlist. Hell, if they had something like that when I joined up (public soliciatation that is) I would have gone for the keyboard instead of the rifle. ;)

the government has that program where you would enroll in specific university where they would fund it and your pretty much drafted to a government job right after for about 2 years before you become a public citizen again...

yea I just thought people might want to see the article. Didnt want to make it seem like an alarm or panic. Just goes to show how many nations are preparing for digital warfare.
