The site says this is not encrypted text, but a "popular encoding"
therefor I thought it meant it's programming language. Because of the "begin" and "end" statements, I thought it looked a little like pascal to me, but the body has me stumped.
I ask: What does this look like to you?

another thing, the smilies are actually the characters used in it that this thing thought were smilies. So, they aren't, they're actually, in order, a : and a ), and a : and a (

I think you should start by using some google skills and search for the most popular encoding techniques. I cannot tell you what exactly it is because I am participating in this game and it would be against the rules.
