Which application is this in relation to? Which OS?

This is hp-ux 11i
Actually i am trying to start the services of siteminder! which gives me the following error
Failed to initialize UDP server socket: Socket error:226
Failed to initialize TCP server socket: Socket error:226
I have no idea what this is but if this application wants to open up ports below 1024 you need to run it as root.
