Amazon is one place that sells it. Pretty much any computer store of a decent size will carry it. Best Buy, etc.
Check out your local CompUSA, Staples, OfficeMax, OfficeDepot, etc.
Unless you have a subscription to MSDN, you can't download it. The MSDN version cannot be used in a production environment.
As a side note, when I was putting up my post, I'd thought I'd look for open source alternatives and found the two following websites that might be of interest:

Go to a decent computer shop and PURCHASE a copy of Visual Basics 6.0 Pro Edition..
I highly recommend that..
And it even comes with a little help program. For the n00bies i guess.
