That's weird some more info would be helpful, what OS are you using, and do you have admin rights to the machine?

I have full admin rights to my PC.
Re-installing windows do not help.
I recently deleted my kernel.dll file during virus infection, would that affect?

Can you shut down into MS-DOS mode? Deleting important system files is NOT a good idea. Are you sure reinstalling windows doesn't help? Do you have a good AV installed?

Is this DOS program an older 16bit program? What is it exactly?
AV means Anti-Virus.... i'm supposing you have one because yu say you deleted kernell during an infection.
That sounds like admin restrictions to me, so if you do have admin rights, make sure you are loged in with the admin account and check the permissions: CTRL Panel>Users and Passwords.
A piece of advice: Win sucks, but Win ME sucks even more. Switch to 2k Pro.
Perhaps re installing does not help, but maybe if you re format your C: drive and then reinstall it would. An AV is an anti virus there are numerous threads, explaining more about what an anti virus is and does, on this site. I hope this helps you with your problem.
