Ask your admin for permission to connect outside the network. Restrictions are put in place for a reason by him/her, and it is always better to just ask. But in theory he could be restricting access at the router, and the best way to find out how to leave the network is to find out what it needs to let out. For example DNS or pop3, depending on company needs and server placement.
Telnet at work?!, sounds like something that i would do. But then again if it was blocked i'd either.
