Unless you have an application/rule/whatever specifically blocking something from network access, any program can access the internet. Assuming you have internet access ;)
The easiest way would be to install a software firewall like sygate... www.sygate.com
that way whenever a program tries to access a network, it blocks it and lets you know where it was trying to access and what program it was. then you have the option to either allow it or block it.

Here are two handy references. They can help you find out what the processes are. Then you can make up an informed decision on whether to allow it out or not.

well, what i meant by that........ must or musn't.
as you know I must allow some files to connect 2 the internet ,which is a decision made for
AV updating files.
Most of the site like http://www.windowsstartup.com/wso/br...rt=100&end=125 and

tell about processes they are not VIRUS not threat and i musn't worried about them if
they are in the tasklist.
NOW processes like svchost.exe,csrss.exe,lsass.exe they are not viruses nor threats,
must i allow them to access the internet or i must block them bye the firewall?
