The Dutch form new National High Tech Crime Center (NHTCC)

Dutch government has formed the so-called National High Tech Crime Center (NHTCC) to combat high tech crime. This announcement follows a few weeks after a group of youngsters dDoSsed both governmental as commercial websites, initiating public discussion on the topic of ICT security. At that time, preparations to set-up the NHTCC had already been started.

In other news, the ministry of Justice is preparing new laws in which computer-related crime will be punished more severely.

While that is great that the Dutch goverment is enacting such a crucial instituiton? What will they do if say a foreign hacker, attacks a Dutch website, that is hosted in say France. It was an attack on one of their citizens, but it was not an attack within the boundary of the Netherlands. Will they only prosecute attacks within their country?

Wouldn't a more international group be more effective? A council of IT's from all countries, that help to patrol the complete internet, and from there punish?

i am behind a firewall and my LAN uses a proxy server still i someone from netherlands has tried to access one of my system ports i am not providing ip address for some reasons but port number is 1414.
it has happened on more then one ocassion.
see most important part is that i am behind a proxy then how does he know my ip address.

According to this, this governmental agency will assist in battling an ongoing attack as well as providing evidence against those attackers. Country boundaries have always been limiting the effectiveness of such organizations, true, but this is becoming less of a problem over time, with the borders collapsing in Europe (formation of the European Union), together with improvements of legislation in most countries. Look at the global arrests in child-pornography cases a few weeks ago, for example. Law enforcing agencies start cooperating better every year, it seems.

Littlenick: try to figure out what they're looking for at those ports (1414 doesn't ring a bell to me). If the attacks bother you (ea: you're suffering performance or money-wise), write to the abuse-department of the ISP (sending mail to [email protected] usually works. If the attacks don’t cause you to suffer, just configure your firewall to drop those packets, and be done with it.

I kind of more skimmed the article to just get more of the gist of it, but that is great that in Europe the boundaries are collapsing. But what about with cyber crimes in America or in Asia? I just think that more of an international orginization would not only help bring lots of great minds together, but also it would help bring swifter action upon those who caused the problem in the first place.
I've also always wondered on legislation for computer crimes. How free is free speech on the internet? I've heard that if you write the virus and post in on say a blog, and someone else compliles it, you aren't responsible because you didnt have any malicious thoughts behind the virus, because you never used it. But then if you look at 2600 and how they published the code for backing up your dvds. They intended it to be educational, and not to be used illegally, but still they were sued and lossed. So do all those disclaimers and the front of websites, really protect them from judicial action.
