it's provided by alternative phone company ... they probably have a extra plant somewhere and use it to get tax brakes
There has been a few free dial-up only ISP just make sure the access numbers are in your local calling plan or you might just get hit with a large phone bill. I know this because it happen to me even thou the number had the same area code it was out of my local calling area. I was shock when i got my bill i mean $21.95 phone bill jump to $325.00.i'm still trying to get over it.
