I think that it is a share created for administrative purposes. I get a message saying that it will be recreated on reboot?
There's no way to disable it for good?

You can remove the admin shares but there's no point - it does not increase security.
The admin shares can ONLY be accessed by someone with admin privileges. If they have network access and admin privileges, they can create their own shares remotely ANYWAY, which means that disabling the C$ share will not affect them.
So don't bother

To disable it everytime Just make a batch file with "net share c$ /delete" command and let it run on every startup
