It usually says right on the drive...
Or if you know the manufacturer and model...you could google and get the specs

If the drive is in the computer and you don't want to take it out follow this path:
Start> Control Panel> Performance and Maintenience> System> Hardware> Device Manager> Disk Drives
This should tell you the brand and model. From there you can just google the hard drive.
You might try the AIDA32 tool:

I would say 5400 and 7200Rpm would be the most common, and 10000+ for SATA drives.
AIDA is useful in that it will most likely recognise older drives where you might have difficulty in obtaining details from manufacturers' sites due to takeovers, mergers and the fact that the products are obsolete.
It is a useful tool to have on a CD as it does not require installation.

Has tons of features, including HDD "life," some overclocking options (video card), CPU Temp, HDD temp, Fan speed (power supply, Mobo fan, Video card fan, CPU fan, etc.,) you may even lower or higher your CPU fan speed.
