Obtaining Windows PE

How does one go about obtaining a licensed version of Windows PE?

I'm having trouble understanding the information given at microsoft.com. :rolleyes: I need someone who can translate legalise. :eek7:

P.S. I also couldnt find a DL link sorry...

According to THIS SITE the OPK tools as they are called are not downloadable and need to be ordered with Microsoft.
