just another new guy, hoping that can make some contributions soon. correct me if I'm wrong (and I probalby could just read this in a faq), but to submit an article/tut/what-have-you, would I just post it the proper forum?

As long as the tutorial is written by you, put it in the appropriate tutorial forum. Security Tutorials is for, obviously, tutorials related directly to security while Other Tutorials are for everything else. :)
