Well if the university's user policy allows them to install programs on the computers then it wouldn't be illegal, but yes it's a dangerous path to walk... Especially because the firewall admin probably don't give a *BEEP* about the students and probably would call any1 who knows how to use telnet a hacker... hehe...
but with a little clever program setup u should be able to get what u want without breakin' any policies... personally I think social engineering is a last resort solution and should only be used in very extreme cases since it's obvious that the law gets broken. But ur right about that talking with the sysadmin would be a good solution... as long as it's legal... I think starting a pirating business with the sysadmin is playin' with fire (but if u like that then I guess it's ok :) )
