Actually,
How about emailing it to new users when they sign up (as part of the activation or so)? That way, everybody gets to see it when they first start.
Ok ... that still doesn't guarantee they will read it ... but there's no way you can enforce that.
(Other than quizzing newbies about the FAQ :D )
