I know this thread is quite old, and someone dredged it up from the depths of the AO basement, but I wanted to address the profile part.
A while back JP wrote a set of informative articles about how to profile hackers. My understanding is that a lot of LE agencies out there, including the FBI (which started profiling years ago) picked up what JP said and have even had him lecture/tech them his techniques.
I don't know that they "maintain" a profiling database, but if they do it's not accessible to the general public. I also don't know that the profiling is being done on members of the site, this type of profiling is done by looking at attacks, messages, etc and building a profile of what the attackers looks like and acts like. It will also allow you to figure out motive, and from that to possibly even guess what future targets may be.
