edd64 - you send the information to you're ISP. (include any logs showing IP address, dates, and ports, etc) It is not up to you to contact the offender's ISP. You're ISP will contact the offenders ISP.

I've mentioned the 'Acceptable Internet Usage Policy' in the past, and it states one is not allowed to 'scan' other computers. Any abuses are to be reported to 'abuse@you're isp.com'
