Well, not completely... what you should do with a perimeter router or firewall is "block all which is not expressly permitted," IMO. And, of course, good sites do this with their internal network segments, as well. If you're trying to block a certain type of attack, ok, perhaps you'll catch a good percentage of the people out there - though not all of us run a given service on the port that it's actually defaulted to run under (and yes, I've seen boneheads run telnet on a high port before - just to help avoid detection).
