Personally, opera works fine as far as popups and ulnerabilities go. As for firewalls, Atguard is still my favorite.

I use the new Outpost (free version) which takes care of cookies, popups, ads, VB/Java scripts, ActiveX and all kinds of other stuff. I really like the versatility. As for Black Ice, when I found it wouldn't stop unauthorized outgoing traffic, I dumped it.
Atguard is a firewall that is now abandoneware: The company stopped supporting it and it is now public domain. So basically, it's free. In addition to the standard rule based firewall (it's probably most similar to tiny, although I happen to like it better) You also get the ability to block ads, configure certain privacy options like headers, and I find it has a lot of options while still being as easy to use as the other popular firewalls.
Check out Mozilla (Netscape's code is based on this). Mozilla is probably the best browser I've used, and 1.0 was released today. It is a rather large download (~10MB), but it gives you the option of blocking unwanted popups (netscape/aol removed this option). It is definitely worth trying.
