Bush probably had no real idea. Neither did the heads at the FBI, the CIA, the NSA, and the 30 some-odd other intelligence agencies in the US. The problem is that some peon intercepted the message, passed it along up the chain, and some middle-manager decided that not every message needs to be checked, being the arrogant, pissy man that he is, and dismissed it. That's the very real truth. Any information that WAS found was submitted up the chain of command, and summarily dismissed at some point. Bush probably never even heard anything.
It's been like this throughout history. Intelligence is gathered, suggestions are made based on intelligence, and then the information is passed up the chain-of-command. People new about the possiblity of an attack on Pearl Harbor -- it was reviewed and dismissed; FDR never even knew. Becuse of the inherant dishonesty in intelligence, i.e. false information, double agents, many in the intelligence community are very critical and skeptical.
So don't blame Bush. Don't blame the heads of the OSS groups. Blame the cocky guy in middle-management who thinks he's knows what's best, and allowed this gap in security. If the heads new, something would have been done.

I don't think Bush is at fault (in this particular case). I don't think the top brass at the FBI and CIA at fault. In fact, I don't think anyone in the government is at fault. Things happen. Along with those reports were hundreds of others about suspected terrorist plots that turned out to be nothing. The agency doesn't need to be restructured, it's fine. Things will always be missed, and you have to label so threats as not credible if you want to be sure that no panic is caused (Unfortunately, the government has stopped doing this)

here's my take on this.
No Bush did not have the hijackers on his payroll. No he did not tell them the targets. Or anything of that sort. BUT, the Govt let it happen, I'm not gonna just pin it on Bush(he's got a lot of handlers probably). And when the mainstream media started making parallels between Sep 11th and Pearl Harbor, they were right without knowing. Both adminstrations knew something was coming,it was not a surprise attack on Pearl Harbor, and likewise neither was Sep 11th.
