How would u NOT call the ISP and stil get connected...and as i know about my isp..they tend to delete their logs quite frequently and if u stop stealing the hours once the 'victim' sets the complain (how??) then u just might be able to go untraced..even if u call them......it all depends upon how long ur isp retain their logs....when the victim complains.....how long they take to check their logs.....when u last called ur ISp...

answer to that is yes due to getting an error of an ip configuration error that broadcasts to the server or isp so effectively you could steal that ip, but in return they can trace it back because mac addresses do not change they are permanent.
