In addition to possible power supply problems, if you have a card loose/not well seated (or maybe even memory), possibly even a bad card could cause it as well, it could cause your PC to not and in that case your computer won't necessarily use the beep codes to warn you of a problem.
Try making sure all your cards are well seated...if it still happens then:
Remove all cards from your PC with the exception of the video card and boot the computer. If it comes up, just keep adding cards until it doesn't and then you have an answer.
As a side note, it could also be caused by the wiring being reversed on your disk drives, but since you have stated that it does boot up some of the time, i don't think this would be the issue.

Yeah it could definatley be a card, I think too. I was just messin' around with a buddy's old pc and whoever he had gotten it from had added a dead card as a filler. . .my buddy had connected the thing, w/out realizing what he was doing while he was changing the modem, and all he could say was 'It worked before". . .took us forever to figure out what the problem was.. .changed the psu, changed out hd's, finally we started taking all the cards out and BAM, figured out the problem, big ole pain in the butt it was. . .good luck though.

1.check the power cabels.
2.check the front panel lights(if it does'nt starts u might have faulty SMPS[contact ur vendor])
3.remove floppies or other media while u start it up.
3.check the monitor.
4any onscreen errors if yes check it if no
5.open the cabinet check if all the fans are spinning fine
6.check the mother board connection with the SMPS.
7if the fan still don't spin u have a faulty smps.
8.make sure ur hard disk is properly conected.
9.make sure all cards are properly seated on the motherboard
10.ensure memory sticks r properly seated .
11.contact system vendor
check if power leds r on(if it is'nt ur SMPS is faulty)
check for hard disk cabels r properly connected or not
check monitor is properly connected or not
check memory sticks r properly seated or not
check if sys fans r spinning or not if it is'nt so ur smps is faulty
check that whether ur pc's buttons r alright or not
check whether the led's r working properly or not if not ur SMPS is faulty
the memory sticks could be overloade i mean faulty once i encountered this problem the fault was with memory stick
