because that would make sense, and god forbid something like that should happen.
it seems like people in power think that killing other people helps save more lives than cureing serious diseases. hell, if they weren't right, they obviously wouldn't be in power, so we must be missing some minute, but crucial detail. like how dead people encourage living or something.

Just a note, both anthrax and smallpox were cured. They were cured so effectively that except for some very minor outbreaks in third world areas they have been considered extinct. The only way a renewed epidemic could happen is with Biological warfare. Currently the problem is not developing a vaccine but producing and distributing it. In the news a couple of months ago was a story that the only mass producer of the Anthrax vaccine in America had been forced to shut down for not meeting regulatory standards. There is a strong push to fix and re-open that plant so that they can make a safe and consistent vaccine that would be ready. The small pox vaccine faces a different challenge in that there were no manufacturers. So a plant must be built, one which will not be viable commercially unless there is a biological attack. The government is prepared to fund part of it but I have not heard if a manufacturing company has come forward and started work on the plant.
Maybe they should just make one bill with an Anthrax plant in California to garner all the CA votes (plus the new leader of the Democrat congress), a smallpox plant in New York for their votes, the government office for one in Texas, for their votes, and the other in South Dakota to keep Daschle from complaining to the national media.
