its not so much as him damaging my computer. i can fix most problems and if i can fix them i know many people. it the physical hurting in person that i am really worried about. wouldnt me trying to cut his access further promote these threats?

I can understand your concerns, but your best bet is to report all of this to his ISP - if the authorities need to become involved, they will be if the ISP takes proper action. You can't just become a vigilante and take matters into your own hands - there are legit, proper methods for dealing with this kind of thing.
lol. i dont think anyone in their right minds who know me would become a vigilante, because as you say, there are better methods for dealing with these kinds of things. but thanks for you support you guys
