Actually, there are no ultimate tools, or warez site that will let you come up with the TOOL...
These kinds of users are called scrip kiddies, they take some old script and remodifie them... they do some damage but they are usually caught up quite fast by the network admin.
I would be more worried about script design to do particular attack while concealing themselves ...

It has infected about 99% of the computers all around the planet and provides the most incredible variety of ways to attack you could imagine.
Seriously, a good hacker with Telnet and/or a browser (even IE) can be potentially more dangerous than a skiddy with 2 Gigs of working scripts and trojans.
