When the packets go over state lines, it becomes a question of which state should have jurisdiction over the prosecution (like kidnapping), that's why the Feds step in and make it a Federal (felony) offense. Seems kinda weird, but it would get too confusing as to who was in charge of the prosecution otherwise. . .IMO.

Wow that how that works, makes sense, I just thought there might be more to it than that. Well that will keep you from hacking. Now a good hacker, incase they might get caught, should try to hack a system but staying "local", then they wouldn't have a probably with getting caught. Hehehe, thought I doubt that would be possible.
