Server on each student machine running all the time. (secured by password and hidden from users)
Client (Teacher only, connects and signals to server what tasks to perform)
I will give you a trial version with say 5 computers enabled until my regal arrive hows at sound.

I work for a school, where we had the same problem. This is a program that is definetly school approved. It does much more then just locking up the system. And like I said, it's district approved.

A school has budgets for these things, I suggest telling your teacher to recommend this program from the principal. This is the end of the year, and anything not spent in this years budget get's lost. Most schools go for the extra stuff around April.
