The only single product answer I can think of to your question is E-safe from Aladdin Industries (An Israeli outfit called elia shim, I think) This has had the kind of features you specify, and has done so for several years. It does need a bit of thought when setting up, but so do most firewalls and AVs. It has become much more user friendly of late.
It uses a sort of Berkley sandbox technology for heuristic protection......put it in the box...see if it tries to do anything naughty...if so ZAP!
It may not look very cool from the number of viruses in its pattern files, but I would rate it as very proactive as opposed to reactive. If I were restricted to one product alone...this would be my choice, if only because they have been doing it for longer than the "big boys"
This product runs fine on Win 98......that's the box I have it on.
I do not know if you get it for free still........try the European as well as US sites...the rules often vary.
